For the other Renpy Visual Novel developers on here, the new (November 2020) Google Play console can be a bit confusing, especially since most online tutorials and the Google documentation haven't been updated to match the new layout yet.  When you upload your APK file, to the side there should be three dots. Click on those and it will pop up a window which gives you the option to 'upload expansion file (.obb).'
